Getting a Hawaii Driver License
New Hawaii drivers under the age of 18 will follow a three-phase graduated licensing process.
The first phase is the learner’s permit. Applicants must be a minimum of 15½ years old. They must provide appropriate documentation to provide identity and residence. Applicants can determine what documentation they need by using the interactive documentation guide. Additionally, they must provide an affidavit signed by a parent or guardian. The affidavit can be signed in person by the parent or guardian in front of a member of the Driver Licensing Center staff, or it can be signed and certified by a notary if the parent or guardian is not able to accompany the applicant to the Center. The applicant must also pass vision and knowledge tests before being granted the learner’s permit. Appointments for the knowledge test can be scheduled online.
Learner’s permits are valid for one year and are renewable. Those who hold a learner’s permit are allowed to drive at any time with a parent or guardian in the front passenger seat of the vehicle, or with any licensed driver over the age of 21 in the front passenger seat between the hours of 5:00 am and 11:00 pm.
Drivers can advance to the second phase, the provisional license, when they have held a learner’s permit for at least 180 days and they have reached 16 years of age. They also cannot have any pending violation that could result in the suspension or revocation of the learner’s permit. The driver must also present classroom and behind-the-wheel certification from a state-certified driver’s education course. The driver will need to pass a road test, which can be scheduled online.
Hawaii drivers with a provisional license can drive unsupervised between the hours of 5:00 am and 11:00 pm. Between 11:00 pm and 5:00 am, they must have a parent or guardian in the front passenger seat or be traveling to or from work or school, or a school-related event. Provisional licenses expire on the driver’s 19th birthday.
Drivers who have held a provisional license for a minimum of six months, are at least 17 years of age, have no pending violations that could result in suspension or revocation of their provisional license, and have completed an application and vision test can advance to phase three, the full driver license.
Hawaii License Renewal
Full driver licenses for Hawaii drivers under the age of 25 are valid for four years. Licenses for Hawaii drivers between the ages of 25 and 71 expire on the first birthday eight years from the date of issuance.

Hawaii REAL ID
If your driver’s license isn’t a REAL ID, indicated by a star in a gold circle, you won’t be able to use it to access these services after October 1, 2021.
A REAL ID requires more substantial proof of identity than standard Hawaii driver’s licenses. Licenses can be upgraded to a REAL ID at their regular time of renewal for no additional charge.
